A pair of area construction firms have been fined a total of $400,000 following the partial collapse of a building three years ago in London.
Two workers died and four others were critically injured when a portion of the condominium under construction on Teeple Terrace gave way on Dec. 11, 2020.
East Elgin Concrete Forming of Tillsonburg was fined $140,000 for failing to provide proper information , instruction and supervision on the use of proper concrete measuring techniques on the project.
iSpan Systems of Princeton was fined $260,000 for failing to ensure the building was capable of supporting any load.
Twenty-six year-old Henry Harder and 21-year-old John Martens – both employees of East Elgin Concrete Forming – died when a section of the building collapsed to the ground during a fourth-floor roof level concrete pour.
iSpan Systems fabricated the building’s structural steel frame, including the frames necessary to support the concrete forms.
East Elgin Concrete Forming was responsible for the concrete pour, retaining supervisory duties while subcontracting the roof pour to another company.
According to a release from the Ministry of Labour, Immigration, Training and Skills Development its engineering analysis determined “that the concrete placed exceeded the design values by considerable amounts.
“The weight of the applied concrete contributed to the collapse and/or severity.”
Both companies pleaded guilty in the Ontario Court of Justice in London.
The court also imposed a 25 per cent victim fine surcharge to assist victims of crime.
